This page concerns with those who may doubt Vaishnavism or Krishna. Here Krishna states that whatever gods people worship, if they are faithful to those gods they desires will be fulfilled by those gods because He has ordained it so.
The only shortcoming is that they only fulfill the goals of that faith leads them to regards as important - which for the most part is a finite stay in heaven.
The logical conclusion is if you are from a culture in which Krishna is not well established and you worship Krishna, your desires will be fulfilled by Krishna, even if He does not fulfill your environment's notion of the best God.
Chapter 7 21 - 23
Devotion to other religions
Whatsoever (divine) form any devotee
With faith seeks to worship,
For every such (devotee), faith unswerving
I ordain that same to be.
He, disicplined with that faith,
Seeks to propitiate that (divine being),
And obtains therefrom his desires,
Becauses I myself ordain them.
But finite fruition for them
That becomes, (since) they are of scant intelligence;
The worshipers of the gods go to the gods,
My devotees go to Me also.
