Dharma is simply the ability to exercise a positive, self-directed will.
In effect so long as a person is able to a exercise a positive, self-directed will, that person is a ward of Dharma. It makes no difference what religion or creed the person belongs to. So long as a person you are able to a exercise a positive, self-directed will, you are a ward of Dharma whether you like the idea or not.
It is through God's positive self-directed will that the world was created, and we have all been endowed with a wee bit of that positive self-directed will used in creating the world. This makes us children of God and makes all capable of progressing along the path of Dharma.
